I'm on PS4, so I can't use mods or console commands. Since this is not how theft works anywhere else in the game, it's obviously a bug. I've also confirmed that this happens if you steal anything in the town, not just quest-relevant items, and confirmed I can still steal things in other towns without NPCs knowing afterwards. I've tried this several times, and when I VATS-view the settlers after stealing the password, their health bars are red-the game's way of indicating they're hostile even when they haven't noticed you. There's no indication I've been spotted (the game tells me I'm hidden throughout the entire break-in and theft), and the townsfolk don't attack until they've spotted me, but as soon as they do they start firing (including the town wall's turrets!). Problem is, even when I'm sneaking and hidden, with no one in the locked house and all the doors closed, I can't steal the password without all the settlers in the town turning hostile. I checked the walkthrough and, sure enough, that's exactly what I have to do. I've gotten to the point where is tells me I need to find the location of the Compound and it's pretty obvious I've got to steal the password from the locked house near the entrance to access the Master-locked terminal in the office house.
